Financial support that really pays off!
Are you working with a customer on a project? Get us involved from the get-go and take advantage of our offers and programs so your customers benefit from financial support to implement energy efficiency measures.
You can also assist your customers enrolled in the Demand Response (DR) Option to help them improve their energy performance during peak demand events. For example, installing building automation systems can ensure they maximize their results and earn a significant credit on their electricity bill.
Before participating, all partners and aggregators must comply with the new participation framework in effect since March 31, 2026. It applies to all projects submitted using the OSE tool under the Efficient Solutions Program, regardless of the project start date.

*Additional time is provided. Partners and aggregators that are already participating in the Efficient Solutions Program will have until September 30, 2026, to complete the mandatory training and sign the Statement of Commitment. Both will be available in June 2026.

Step 1:The right program
Many energy efficiency projects are eligible for financial support.
If your customer has a project in mind but isn't sure where to begin, an energy analysis of buildings, equipment, processes or systems is a good place to start to identify the most promising energy efficiency measures. In addition to the financial support granted to conduct the analysis, bonus financing is available for analyses that combine energy efficiency and demand response management measures. And who knows? A participating company could choose you to carry out a project.

Step 2:Application process
Under the Simplified Option, the OSE tool allows you to confirm the eligibility of measures, calculate financial support and apply in just a few clicks.
For all other applications that are not under the Simplified Offer, projects must be approved before work begins.
Step 3: Incentive compensation
Receive incentive compensation when you help your customers implement energy efficiency and demand response management measures.
Hydro‑Québec has revised how the incentive compensation is calculated. The larger the project, the higher the percentage of compensation. Even better, the annual minimum financial support required to receive incentive compensation has been eliminated.

For any project eligible under the Simplified Option, the incentive compensation is paid twice a year and calculated according to the following rules:

1 The percentage applies only to the incremental tier, not the entire project.
2 No annual minimum financial support is required to receive the incentive compensation. The maximum incentive compensation is $50,000 per project. For the sake of simplicity, the amounts are rounded to the nearest whole number.
3 For the partner or aggregator to receive incentive compensation, the project must generate actual eligible electricity savings of at least 100,000 kWh/year.

Frequently asked questions
An aggregator submits projects to Hydro‑Québec on behalf of a customer after obtaining their authorization by filling out the Notice of Participation ‑ Aggregator [PDF 658 kBkilobytes ‑ in French only]. This notice must be signed by the customer and submitted to Hydro‑Québec. Each application an aggregator submits must include projects by several customers. The aggregator receives the financial support directly at the end of each project. The aggregator role is part of the Small Businesses component and the Medium and Large Businesses component of the Efficient Solutions Program.
A partner submits the participating company's project to Hydro‑Québec at the company's request. Unlike the aggregator, the partner doesn't receive financial support but may be entitled to incentive compensation, with some exceptions. The partner role is part of several components of the Efficient Solutions Program and other Hydro‑Québec programs. More information is available in the participant's guide for the program that applies to your situation.
Any business or organization located in Québec with a Québec enterprise number (NEQ) can become a partner. It must support a participating company in carrying out a project.

Yes. Mandatory training will be available on the Partners webpage starting June 30, 2026. All partners and aggregators that submit a project under the Efficient Solutions Program must complete the training by September 30, 2026.
Once the training is completed, they will have access to the Statement of Commitment, which they must fill out and send to Hydro‑Québec.
Under the Small Businesses component and the Medium and Large Businesses component's Simplified Option of the Efficient Solutions Program, the compensation is paid twice a year (mid-year and at the start of the following year) for each project.
The larger the scope of the projects, the higher the percentage of the incentive compensation. In addition, no minimum financial support is required to receive the incentive compensation.
Under the Medium and Large Businesses component's Customized Option of the Efficient Solutions Program and under the Innovative Projects Program, incentive compensation is paid when the project is completed and approved by Hydro‑Québec.

Yes. A proposal must be submitted for projects under the Customized Option of the Medium and Large Businesses component and the Energy Analysis component.
Before using the OSE tool to submit a project that involves photovoltaic panels, the participating company must obtain prior authorization to connect to the grid from Hydro‑Québec.
Projects submitted using the OSE tool that do not involve photovoltaic panels do not require prior authorization from Hydro‑Québec.
