Key updates to the energy efficiency measures
The Efficient Solutions Program has been updated to better meet the current needs of organizations and align our financial support with the market. This update reflects a commitment to simplify the program, accelerate building modernization across Québec and optimize payback periods.
The new version of the program, OSE 6.0, comes into effect on March 31, 2026. It replaces the previous version OSE 5.1. To benefit from the updates and ensure compliance with the new program requirements, download the latest version of the OSE tool.
Significant increase in financial support for thermal envelope improvements
Improving a building’s thermal envelope is essential to lower operating costs and optimize building energy efficiency. In the current energy transition, amid growing expectations for environmental responsibility and regulatory compliance, this added financial support comes at just the right time.
- Major overhaul of the measures for thermal envelopes:
- Openings (windows and exterior garage doors)
- Opaque element insulation (roofs and exterior walls)
- Bridges and junctions
- Commissioning (thermal assessment and airtightness testing)
- Recognized certifications (LEED v4/v5, Passive House, BCZ‑Design)
- Introduction of energy performance levels for several measures
Major increase in financial support: up to 20 times more than OSE 5.1 for some measures.
New multi‑measure bonus
Integrated projects now offer greater benefits.
The multi‑measure bonus involves combining several energy efficiency measures from these three categories:
- Heat recovery system
- Geothermal heat pump
- Thermal envelope
The bonus is automatically applied in the OSE tool when measures from different categories are implemented in the same building:
- 10% for projects that combine two measures from at least two categories
- 15% for projects that combine measures from all three categories
New measure for photovoltaic panels
Organizations interested in solar self-generation now have access to financial support.
- Addition of a new financial support measure to install photovoltaic panels
- Financial support of up to:
- $1,000/kW installed
- 40% of eligible costs
- Maximum eligible power demand: 1 MW for each contract
Connection: The panels will be gradually connected to the grid.
The request to connect the electricity generating facility must be filed by a master electrician or engineer. Hydro‑Québec must have granted its official authorization.

Major changes to the lighting measures
To maximize the projects’ energy impacts, the program now dedicates its financial support to more efficient and sustainable lighting solutions.
- Withdrawal of the financial support for DLC‑rated lighting products
- Reduced financial support for DLC Premium‑rated lighting products
- Merged lighting control measures
- Standardized financial support for horticultural lighting (greenhouses)

- Select different measures to create project scenarios
- Estimate the amount of financial assistance you could receive
- Submit your application to Hydro‑Québec once the actual data has been entered
