Claudine Bouchard
President and Chief Executive Officer
Hydro‑Québec

Claudine Bouchard was appointed President and Chief Executive Officer of Hydro‑Québec on July 5, 2025. In this role, she leads the implementation of the Action Plan 2035 and the historical agreement with Newfoundland and Labrador, which call for unprecedented investments in energy infrastructures. She also oversees all the organization’s activities while maintaining a balance between performance, the energy transition and social responsibility. Under her leadership, Hydro‑Québec will reinforce its role as a driver of sustainability and a world leader in the field of renewable energy.

Before becoming President, she was Executive Vice President and Chief Operating and Infrastructure Officer at the company since September 2023. In this capacity, she oversaw the development of an increasingly smart and interactive energy system designed to provide high‑quality electricity service in keeping with customers’ needs.

Also serving as President and Chief Executive Officer of Société d’énergie de la Baie James (SEBJ) since 2021, Ms. Bouchard was responsible for Hydro‑Québec’s highly diversified infrastructure and assets, valued at $100 billion. By leveraging Hydro‑Québec’s expertise and talent, she successfully implemented an investment and maintenance program of over $6 billion in 2024. The teams in question provide the expertise and technical support needed to carry out both current and future projects, while also optimizing work methods and processes related to environmental management and occupational health and safety.

A seasoned manager known for her human leadership, Ms. Bouchard has over 25 years’ experience at Hydro‑Québec, where she has held positions of increasing responsibility in several fields. As Executive Vice President and Chief Infrastructure and Energy System Officer, she oversaw the completion of the Romaine hydropower project in 2022–one of the largest infrastructure projects carried out in Canada in recent decades.

Ms. Bouchard is the first woman in Québec to graduate from Harvard Business School’s Advanced Management Program. She holds a Bachelor of Science, an MBA and a Master’s Certificate in Marketing Communications Leadership.

Certified by the Collège des administrateurs de sociétés, she serves on the board of the Fédération des chambres de commerce du Québec (FCCQ). In addition, she is a member of the FCCQ’s executive committee and chairs the organization’s human resources committee. She has led Hydro‑Québec’s Centraide Leaders campaign since 2018 and she volunteers as a leader for the A Effect.

In October 2021, Ms. Bouchard received the prestigious Woman of WaterPower Award from Women in Renewable Energy (WiRE) and WaterPower Canada (WPC) in recognition of her contribution to the Canadian hydropower industry and the advancement of women in the renewable energy sector. In December 2024, she was awarded the King Charles III Coronation Medal, bestowed on Canadians having demonstrated dedication and commitment to the well‑being of society.

Stéphanie Assouline
Vice President – Legal Affairs and Chief Governance Officer

Stéphanie Assouline took office as Acting Vice President – Legal Affairs and Chief Governance Officer in 2025.

With over 27 years of experience as a lawyer at Hydro–Québec, Ms. Assouline has an in-depth understanding of the company’s business context and related issues. Starting her career in litigation, she later expanded her practice to commercial law and corporate law.

Since 2018, Ms. Assouline has held successive management positions with increasing responsibilities, broadening her expertise, notably to include real property law, environmental law, Indigenous law, information technology law, and matters related to strategic procurement. She subsequently served as General Counsel and Senior Director – Legal Affairs from 2023 to 2025.

Ms. Assouline distinguished herself in several strategic cases, including arbitration with independent power producers and contract negotiations with Churchill Falls (Labrabor) Corporation Limited [CF(L)Co]. Recognized for her innate business sense, intellectual rigour, solid negotiation skills and engaged leadership, she knows how to transform challenges into opportunities.

Ms. Assouline holds a Bachelor of Laws degree from Université de Montréal and is a member of the Barreau du Québec [Québec bar association]. She also completed the program on negotiation, mediation and conflict resolution at Harvard Law School. She is regularly invited as a guest speaker.

Maxime Aucoin
Executive Vice President and Chief Financial Officer

Maxime Aucoin joined Hydro-Québec in fall 2023 and serves as Executive Vice President and Chief Financial Officer. In this role, he is responsible for finance and strategic procurement. He also leads corporate strategy and the transformation office for all of Hydro‑Quebec.

Mr. Aucoin has over 25 years of experience in finance and strategy. Prior to joining Hydro‑Québec, he was Executive Vice‑President, Depositors and Total Portfolio at Caisse de dépôt et placement du Québec (CDPQ), where he was in charge of asset allocation, economic and financial analysis, and global strategy, among other things. Before joining CDPQ in 2012, he worked for McKinsey & Company management consulting and Cirque du Soleil.

Mr. Aucoin holds a bachelor’s degree in finance from HEC Montréal, an MBA from Harvard Business School and a CFA (Chartered Financial Analyst) designation. He sits on the board of the Orchestre symphonique de Montréal.

Mathieu Johnson
Senior Vice President ‑ Partnerships and Development

Mathieu Johnson was appointed Senior Vice President ‑ Partnerships and Development in July 2025. In this role, he oversees the deployment of the new wind power development program, which represents investments of $30 billion. He is also in charge of the development of the solar power and battery storage sectors. He is responsible for innovation and research and leads the economic reconciliation initiative with First Nations and Inuit, a cornerstone of Hydro‑Québec’s Action Plan 2035, as well as the negotiation of partnership agreements with Indigenous communities in Québec.

Mr. Johnson joined Hydro‑Québec in 2020 and became Senior Vice President ‑ Wind Power, R&D and Energy Trading in 2024. As such, he directed the development of Hydro‑Québec’s Wind Power Development Strategy and concluded several partnership agreements regarding the development of wind farms. Previously, as Vice President ‑ Strategy, Corporate Evolution and Development, he spearheaded the development of Hydro‑Québec’s Strategic Plan 2022‑2026 and Action Plan 2035.

Before joining Hydro‑Québec, Mr. Johnson worked in business development at Énergir, a diversified company operating in the energy industry, and as a strategy consultant with KPMG and Roland Berger, both in Canada and abroad.

Mr. Johnson holds a Bachelor of Business Administration degree in finance from HEC Montréal. He sits on the board of Electricity Canada and chairs the board of the documentary theatre company Porte Parole. He is also involved with Centraide of Greater Montreal as a member of its campaign cabinet’s Industry and Transportation sectorial committee.

Bruno Marcil
Vice President – Internal Audit

Bruno Marcil took office as Vice President – Internal Audit at Hydro‑Québec in October 2021. His team is responsible for evaluating the effectiveness of key management, control and governance practices in order to ensure the reliability and integrity of financial and operational information, the safeguarding of assets, as well as compliance with applicable laws and regulations and the company’s contractual commitments. It also oversees initiatives aimed at ensuring optimal efficiency and use of resources, placing particular emphasis on innovation, state-of-the-art technologies and risk management.

Mr. Marcil has some 30 years of experience in auditing, during which he acquired a solid background in several areas, including finance, information technologies and cybersecurity, operations, and risk management. Before joining Hydro‑Québec, he served as Corporate Vice-President – Internal Auditing and Enterprise Risk Management at Loto‑Québec. Prior to that, he held management positions in several other public- and private-sector companies, including WSP, GoSecure, the Caisse de dépôt et placement du Québec and the Ville de Montréal.

Mr. Marcil earned a Bachelor of Business Administration degree from HEC Montréal and is a member of the Ordre des comptables professionnels agréés du Québec (CPA, CA, CA-IT), where he served on the working group on internal audit for many years. He holds several professional certifications—CISA (Certified Information Systems Auditor), CISM (Certified Information Security Manager) and CRISC (Certified in Risk and Information Systems Control) from ISACA, CRMA® (Certification in Risk Management Assurance®) from the Institute of Internal Auditors, and CITP (Certified Information Technology Professional) from the American Institute of CPAs— and is currently enrolled in the certification program of the Collège des administrateurs de sociétés.

Mr. Marcil cofounded a collaborative group on data analysis and has served as a meeting organizer for this group for the past 10 years. He occasionally takes part in various other professional activities as a speaker or moderator and also played an active role in creating the graduate program in governance, auditing and IT security at the Université de Sherbrooke, where he went on to become a lecturer.

Jean-François Morin
Vice President – Digital Technologies

Jean-François Morin was appointed Vice President – Digital Technologies at Hydro‑Québec in , after having served as Vice President – Information and Communications Technologies (ITC) from to . In this capacity, he spearheads the company’s ongoing digital shift, sees to the security of its systems and networks, and ensures that it has the technological and digital means to successfully carry out its business operations.

Mr. Morin has over 20 years of IT experience at Hydro‑Québec. After overseeing the development and operation of the infrastructure, systems and applications supporting the company’s financial activities as Director – Information Technology (Finance) from to , he went on to manage the ITC portfolios and the rollout of innovative, efficient and agile solutions for other business units as Director – ITC Business Relations (Corporate Units), then as Director – ITC Innovation System Solutions. Promoted Senior Director in , he assumed responsibility for building the foundations to support the company’s digital transformation, such as collaborative and analytical tools, as well as implementing optimized or custom solutions for managing maintenance functions, user identity and access, and accounts payable, for example.

Over the years, teams under his supervision won prestigious OCTAS awards from Réseau Action TI for an analytical solution to detect energy theft (), a digital customer solution related to Hydro‑Québec’s dynamic pricing offers (), the deployment of an analysis and predictive maintenance center for generating equipment (2021) and an integrated vegetation management system ().

Mr. Morin holds a bachelor’s degree in computer science from Université du Québec à Montréal and a bachelor’s degree in business administration with a major in finance from Université de Sherbrooke.

Élise Proulx
Vice President – Corporate Affairs and Chief of Staff

Élise Proulx was appointed Vice President – Corporate Affairs and Chief of Staff in September 2025. As Vice President, she is responsible for stakeholder relations, communications and government affairs, environmental practices and sustainable development, special projects and building management. As Chief of Staff, she supports the President and CEO in all Hydro‑Québec’s activities.

Recognized for her leadership, vision and team spirit, Ms. Proulx is a seasoned strategist with more than 25 years of experience. She had previously worked at Hydro‑Québec for a dozen years, most notably serving as Vice President – Communications, Government Affairs and Indigenous Relations until early 2020.

Before returning to Hydro‑Québec in 2025, Ms. Proulx served as Vice President – Social Infrastructure Development at CDPQ Infra, after working at Ivanhoé Cambridge from 2020 to 2024, first as Executive Vice President, Public Affairs and Communications and Chief of Staff, and then as Head of Economic Development for Québec.

Previously, she founded and ran her own public relations firm and oversaw Hydro Ottawa’s communications department.

Ms. Proulx has a bachelor’s degree in public relations from the Université du Québec à Montréal (UQAM) and an Executive MBA from UQAM’s School of Management. She has earned the ICD.D designation from the Institute of Corporate Directors and is also an accredited sommelier, for her own enjoyment. In 2018, as part of the prestigious Mercuriades awards held under the auspices of the Fédération des chambres du commerce du Québec [Québec federation of chambers of commerce], she was named Exceptional young businesswoman in the large companies category.

Ms. Proulx sits on the board of directors of the Foundation of Greater Montréal.

Dave Rhéaume
Executive Vice President – Energy and Regulatory Strategy and Industrial Operations

Dave Rhéaume was appointed Executive Vice President – Energy and Regulatory Strategy and Industrial Operations in 2025. In this role, he manages the activities surrounding the company’s energy strategy. Most notably, he is responsible for electricity supply, regulatory and rate strategies, the energy trading floor and agreements with other jurisdictions. He is also in charge of developing energy efficiency programs designed to support Québec’s objectives in terms of decarbonization and economic development.

Previously, Mr. Rhéaume held the position of Executive Vice President – Energy Planning and Customer Experience in 2023 after acting as Vice President – Integrated Energy Needs Planning and Risk Management in 2022 and 2023. Mr. Rhéaume worked for Énergir from 2009 to 2018.

Mr. Rhéaume holds a bachelor’s degree in economics and political science from Université de Montréal and a master’s in economics from Université Laval. He has been serving on the board of Théâtre du Nouveau Monde since 2023 and has also sat on the boards of various Canadian and American energy companies. In addition, he has mentored newcomers as part of a program run by the Chamber of Commerce of Metropolitan Montreal.

Dominic Roy
Acting Senior Vice President – ​​Talent and Organizational Development

Dominic Roy was appointed Acting Senior Vice President – Talent and Organizational Development in October 2025. In this role, he is charged with attracting and retaining top talent, facilitating their skills development, and driving the transformation of the organizational culture and work methods to position Hydro‑Québec as an agile and innovative company. He is also responsible for continuing to build an inclusive and engaging workplace while ensuring the security of Hydro‑Québec’s facilities, people and revenue.

Mr. Roy was appointed Vice President – Operational Innovation Strategies and Occupational Health and Safety in 2024. In this role, he ensured that innovation and agility were at the heart of Hydro‑Québec’s development and operations activities and oversaw the strategic alignment and integration of these activities. He was also responsible for occupational health and safety and technical skills development.

Mr. Roy began working at Hydro-Québec in 2001 as an Advisor – Working Conditions. He has extensive experience in the areas of human resources and corporate security, and contributed to the creation of the human resources service centre. He was appointed Senior Director – Human Resources Business Partnerships, Skills Development and Corporate Security in 2022.

Mr. Roy holds a bachelor’s degree in Management with a specialization in human resources from HEC Montréal
