Information related to Hydro‑Québec’s electricity distribution activities (2025)

In accordance with the requirements of the Act respecting the Régie de l'énergie, Hydro‑Québec is required to send information related to its electricity distribution activities, as well as comments received from the public, to the Régie de l'énergie on an annual basis. The 2025 information is contained in eight documents and can be viewed online using the following links.

Some 2025 highlights

Energy efficiency delivers results

In 2025, Hydro‑Québec's energy efficiency and demand response programs offering grants delivered approximately 1.8 TWh in energy savings (92% above forecast).

Savings from the residential sector (approximately 0.4 TWh) are mainly attributable to the LogisVert Efficient Homes Program, which provides a range of measures for Québec customers and has been widely adopted since its launch in January 2024. The program's strong performance is largely driven by efficient heat pumps.

In the business sector, the Efficient Solutions Program, which offers grants to companies to upgrade or replace equipment, accounts for most of the savings (approximately 1.1 TWh).

$0 thermostat offer sees strong interest

Since April 2025, Hydro‑Québec has expanded its smart device offering by making $0 thermostats available to residential customers to help them optimize their electricity use during peak periods. Smart water heater controllers are also offered at $0. The smart device offering enabled a shift of 306 MW in demand in 2025, when considering all participating customers.

Electricity service quality is improving

In 2025, the number of normalized medium‑ and low‑voltage outages decreased by 6% compared to the five‑year average covering 2019‑2023 (period prior to the introduction of the Action Plan 2035). This improvement notably arises from a new approach targeting zones in the province where efforts will have the greatest impact on system reliability, backed by the increased integration of innovative technologies that speed up work. In this way, more than 9,000 interventions were carried out in 1,800 targeted zones, benefitting over 1 million customers.

In addition, the number of raw low‑voltage outages decreased by 3% in 2025 compared to 2024. The drop is attributable to the installation of animal guards on distribution system equipment.
